The Richmond Code Environment

Virginia enforces the Virginia Construction Code (VCC), which is based on the 2021 International Building Code with Virginia-specific amendments. For existing buildings, the Virginia Existing Building Code (VEBC) is based on the 2021 IEBC with Virginia amendments. Virginia also enforces the Virginia Statewide Fire Prevention Code (SFPC), based on the International Fire Code. 

Richmond City and surrounding jurisdictions each have their own local amendments and AHJ practices layered on top of the Virginia state code. Richmond's plan review process has specific requirements around submittal completeness and coordination that are worth understanding before you put a permit package together.
