The Code Environment in Philadelphia

Philadelphia administers its own building code under the Philadelphia Building Construction and Occupancy Code (Title 4), which is based on the 2021 International Building Code with Philadelphia amendments. Pennsylvania as a state has its own Uniform Construction Code (UCC) that applies in most jurisdictions, but Philadelphia and Allegheny County (Pittsburgh) operate under their own local code frameworks.

For fire prevention, the Philadelphia Fire Code is enforced by the Philadelphia Fire Department's Fire Prevention Code Unit, which reviews fire protection systems and egress for permit applications.
