The city operates under its own Building Code, distinct from both the IBC and the Illinois state code, and has requirements for high-rise buildings, fire suppression systems, and egress configurations that differ materially from what you'd encounter in most other US jurisdictions.

The Chicago Code Environment

Chicago operates under the 2019 Chicago Building Code (Title 14B of the Municipal Code), which is based on the 2018 IBC with extensive Chicago-specific amendments. This is not a standard IBC adoption, as Chicago has substantially modified the base code to reflect local high-rise construction practices, fire protection requirements, and AHJ expectations built up over decades. 

Outside the city limits, the rest of Illinois follows a separate state code framework. Statewide, the Illinois Capital Development Board has required compliance with current IBC editions effective January 1, 2025 for state-funded buildings.
