The Code Environment in Charlotte

North Carolina operates under a statewide building code administered by the NC Building Code Council. The 2024 North Carolina Building Code, based on the 2021 IBC with North Carolina amendments, was published in 2025. This also includes the 2024 NC Fire Code, NC Mechanical Code, NC Fuel Gas Code, NC Plumbing Code, and NC Existing Building Code.​ However, the effective date of these codes has been postponed multiple times due to legislative issues. Because of the delay in adoption of the newer codes, all North Carolina projects currently fall under the 2018 North Carolina Building Code.

Charlotte's construction market is dominated by multifamily residential, with significant senior living activity in the outer suburbs.
